The Promontory of Kowloon having been ceded to Her Majesty the Queen of England by the Emperor of China with the intention expressed in the cession that such territory should become parcel of the Colony of Hong Kong, the Governor of Hong Kong is the proper authority on whom it is incumbent, until the pleasure of Her Majesty has been expressed concerning it, to take such steps as he may deem necessary.
